The idea of creating an independent “self regulatory” mecha-
nism which would serve both to “protect the freedom of communi-
cations” and to “prevent the abuses of this freedom” was first dis-
cussed in early 20th century and the first self-regulatory body was
established in Sweden. At present, more than 50 States have estab-
lished independent self-regulatory press councils, including
Turkey and UK.
